RE: City of Anywhere Wellhead Protection Program

On behalf of the city of Anywhere, the Anywhere Wellhead Protection Planning Team is notifying neighboring and overlying units of government of the City’s intent to develop a wellhead protection plan. The goal of the plan is to prevent human-caused contaminants from entering the City’s water supply wells and to protect residents from adverse health effects associated with groundwater contamination. This notice is required by Minnesota Wellhead Protection Rule 4720.

The preparation of this plan is required on the part of the City of Anywhere. The entire project may take approximately two years to complete. Public informational meetings will be held later this year.

In accordance with the proposed wellhead protection rule, the following information must be included in this notice:

3. Date Wellhead protection plan will be completed: February 2004.

4. General Project Workplan:

a. Develop an Inner Wellhead Management Zone Plan.
b. Wellhead scoping meeting with Minnesota Department of Health (MDH).
c. Design, conduct and analyze aquifer test.
d. Develop groundwater flow model and delineate wellhead protection areas (WHPA).
e. Drinking Water Supply Management Area delineations (DWSMA).
f. Well and DWSMA vulnerability assessments.
g. Potential contaminant source inventory.
h. Submittal of delineations and vulnerability assessments for MDH approval.
i. Public meeting regarding WHPA and DWSMA delineations.
j. Second wellhead scoping meeting with MDH.
k. Prepare action plan for protecting DWSMA from contamination.
l. Prepare draft wellhead protection management strategies.
m. Local review and comment of proposed wellhead protection plan.
n. Public meeting for wellhead protection plan.
o. Submittal of wellhead protection plan for MDH approval.

5. Missing data elements for delineations and vulnerability assessments: The City of Anywhere is compiling existing subsurface geologic, water use, well construction and location, and water quality data to assist in the delineations and vulnerability assessments. Obtaining additional hydrogeologic information from surrounding communities would be helpful toward the development of the groundwater data base and the assessment of aquifer vulnerability. 

Any information (data elements, plans, controls, policies) related to water resources and land-use or any issues, concerns or opportunities that you feel are pertinent to the development of the wellhead protection plan, should be submitted to Severin Blenkush, Wellhead Project Manager, by May 1, 2002.
