INTRODUCTION
The Minnesota Department of Health has adopted rules relating to
wellhead protection in the State of Minnesota, Chapter 4720. Final adoption of the
proposed rules and implementation of the states wellhead protection program began on
November 3, 1997. The rules contain requirements for development of a wellhead protection
plan by public water suppliers, including specific and detailed requirements for
delineation and management of the Inner Wellhead Management Zone (IWMZ), the Wellhead
Protection Area (WHPA) and the Drinking Water Supply Management Area (DWSMA).
MN Department of Health, Special Services staff members estimate that
it will take approximately two (2) years for a public water supplier to finish the
necessary work to develop a complete wellhead protection plan, prior to submittal to the
Department for approval. The City of Anywhere, MN, is currently listed as Phasing #XXXX on
the state priority list for inclusion in the wellhead protection program. The City of
Anywhere has determined that it is in the best interest of the community to proceed with
PHASE 1, which constitutes delineation and management of the immediate wellhead area,
identified as the Inner Wellhead Management Zone (IWMZ).
SYNOPSIS
This synopsis contains detailed information regarding the completion of
PHASE 1, Inner Wellhead Management Zone, requirements set forth in the proposed MN Rules,
Chapter 4720.

I. IWMZ MANAGEMENT STRATEGIES:
In order to effectively protect the identified INNER WELLHEAD
MANAGEMENT ZONE, as required in proposed MN Rule 4720, the City Wellhead Protection
Planning Team recommends that the following
management strategies be established and/or
implemented:
1. Team will develop on-going program to monitor non-conforming
contaminant sources (EXAMPLE) identified within the IWMZ.
2. Team members will continue to meet on a regular basis and to collect
information for use in completing formal delineation of zone of contribution or Wellhead
Protection Area (WHPA).
3. Team to work with MN Department of Health to complete formal
delineation of the WHPA.
4. Team will recommend to City Council that comprehensive groundwater
flow information of the area be collected within the next five (5) years. Information will
be used to refine the WHPA and for long-range water resources planning.
5. Team will conduct aggressive public education campaign, including
publication and distribution of informational pamphlets.
6. City will adopt an
ENVIRONMENTAL PERMITS CHECKLIST for use in
assuring that future proposed land uses meet all existing federal, state and local
environmental requirements.
7. City will annually review and update City emergency/contingency plan
to address potential spills and/or accidents within the public road or railroad
right-of-ways, and/or any other incident, natural or man-made, which could render
existing public water supply unusable.
8. Team recommends that City prepare and place traffic signs on city
streets adjacent to IWMZ, informing traveling public of Wellhead protection area
designation.
9. Team members to work with adjacent property owner (NAME) regarding
proper storage and disposal of household hazardous waste (paint, etc.).
10. Team will identify status of shallow disposal pits (gravel?)
located within 25-40 of city wells, and examine alternative methods of
disposing of floor drain waste from well houses, or place signs inside pump house warning
of dangers associated with disposal of hazardous materials into floor drain.
11. Team will identify status of private wells located within
1000 of city wells, and work with landowner(s) to properly seal abandoned wells.
12. Team recommends that City Council adopt Wellhead Resolution at a
regularly scheduled council meeting.
13. Team recommends that City adopt recommended $XXX.00 wellhead
protection line item in 2003 budget and like or appropriate amounts in subsequent years.
14. Team recommends that City explore potential for interconnect with
(adjacent City or Rural Water System) for future emergency and/or fire needs.
