Resolution Adopting Policy on Checking Water
Meters
WHEREAS, Consumer water meters shall be reread by City employees upon request
by the City Clerk, should the quarterly reading appear too high; and
WHEREAS, If the meter was read correctly, it shall be at the discretion of
the City Clerk to notify the consumer of a possible leak, either on the next
billing or by phone, if usage seems much higher than normal; and
WHEREAS, If the consumer is dissatisfied with the reading and desires the
meter to be tested, said consumer shall then make a deposit of $20.00, and the
City shall test the meter at the consumer's property, with the consumer being
present.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF _________ that:

If the test shows an error of over 5% of the water consumed
in favor of the City, according to AWWA specifications, the deposit will
be refunded to the consumer, the meter replaced at the City's expense, and
the last billing adjusted by averaging the previous four quarters. |

If the test shows an accurate measurement of water, or an
error in favor of the consumer, the amount deposited shall be retained by
the City to cover the expense of making such test. |
3.

Should the consumer request testing of the meter by an
outside agency, those expenses shall be borne by the consumer if the meter
tests accurate or in favor of the consumer. |
